Quick answer

A Kissimmee mailing address covers far more ground than the City of Kissimmee. The city itself warns that an address may say Kissimmee while the property is in unincorporated Osceola County. That one fact decides where permits were filed, who enforces code and who you ask for a lien search. Check it first, then order the right search before you accept an offer, so you know what will come out of the proceeds.

City of Kissimmee, or Osceola County?

There are two quick ways to check:

  • The city links to a city limits lookup map from its File for a Permit page.
  • Osceola County suggests searching the address on the Osceola County Property Appraiser site and reading the Tax District on the parcel record. According to the county, 200 is the City of Kissimmee, 100 is the City of St. Cloud and 300 is Osceola County.

Areas such as Poinciana, BVL and much of the US 192 corridor use Kissimmee addresses, so do not assume. If your record shows the county, the county offices listed below are the ones that apply.

What to look up before you sell

Lien search inside the city

The City of Kissimmee takes lien and assessment search requests online only, for property inside the city limits. At the time of writing, the request form states a flat fee of $100 and a maximum of four business days, and asks for the 18-digit parcel ID, which you can copy from the property appraiser record. The form also reminds you that it is not a substitute for a title search. Check the city’s page for the current fee.

Lien search in the county

For unincorporated addresses, Osceola County Code Enforcement offers a research request through its online permit center. The county says the report lists outstanding code liens with the payoff amount, open code cases, building violations and open or expired permits, and asks you to allow seven to ten business days. If a closing date is already set, order it early.

Code enforcement

Inside the city, Kissimmee Code Enforcement handles cases, and a special magistrate hears them monthly. The city is clear that the owner is legally responsible for violations even when a tenant caused them, and that when the city has to do the work itself, such as mowing or clearing a lot, the bill can become a lien. In the county, a lien can be considered for reduction by the Code Enforcement Board only after every violation tied to it has been corrected. See the county’s lien reduction page, and our guide to selling a house with code violations or liens in Florida.

Permits

City permits are filed through the city’s online portal, reached from the File for a Permit page. County permits go through the Osceola County Building Office. If past work was permitted in the wrong place or not at all, a buyer’s title or inspection work is likely to find it.

Historic districts

The city’s Planning and Zoning division oversees two historic districts near downtown: the South Beaumont Historic District and the city’s National Register Historic District. If your house is in or near either, ask the division what review applies before starting exterior work or promising a buyer that they can alter or demolish it.

Rental and investor-owned houses

Many houses around Kissimmee are rentals or investor-owned. If yours has a tenant, the lease generally carries over to the buyer, and the security deposit has to be handled correctly at closing. Our guide to selling a rental property with tenants in Florida covers this. Rules for renting by the night or week differ between the city and the county and depend on zoning, so confirm with the planning office that applies to you before describing a house to buyers as a vacation rental.

Selling costs and considerations

Kissimmee’s housing runs from older homes near downtown and the lakefront to block houses built a few decades ago and recent subdivisions with homeowners associations. On older houses, a buyer’s insurer will usually ask about the roof, electrical, plumbing and air conditioning. In association communities, dues and any special district assessment on the tax bill continue until closing. A listed sale also carries agent commission, which is negotiable, title and closing costs, and any repairs a buyer negotiates.

As-is versus a traditional sale

A house that is insurable, financeable and shows well usually brings more on the open market. An as-is sale is worth comparing when repairs are beyond your budget, when a tenant makes showings difficult, when liens have to be paid from the proceeds, or when the house is vacant and costing money every month. Use the cash sale vs traditional sale calculator to compare both with your own figures.
